An opportunity has arisen for a Senior Proposal Engineer. The success applicant will work within the Proposals team processing tenders from receipt to submission.

Working for the Water Project Tender team the position will involve working with around the country with opportunities to work with several major clients. Although the position is based in Warrington, travel to all parts of the UK will be required to fulfil the role.

The main duties include the responsibility for the following:

  • Technical and commercial assessment of tender documentation
  • Create tender management plan and manage resources to complete design, costing, programme and quality outputs
  • Development of tender win strategies
  • Produce outline tender designs for pricing purposes and further development by design team including design sketches, calculations and feasibility reports
  • Develop tender stage construction programme to the required level dependent on project scope
  • Generate and manage technical sub-contract and supplier enquires
  • Commercial and technical review of supplier quotations for commercial and technical acceptability
  • Generate tendered cost schedule utilising established principals and costing mechanisms including labour and staffing allocations
  • Driving innovation throughout the tender process to deliver best value outcomes
  • Assessment of construction risk and creation of mitigation strategies
  • Create high quality tender submission document
  • Present tenders outputs to managers and directors for commercial and technical approval
  • Create and deliver high quality tender presentations to customers
  • Prepare deliver detailed contract handover presentation for successful tenders

Skills and Experience

  • Experience in developing high quality, winning tender submissions in the water and wastewater sector
  • An industry applicable ONC/HNC/B.Eng or NVQ equivalent and a minimum of 5 year’s Proposals Engineering experience
  • Commercial and contractual awareness (all NEC forms of contract)
  • An excellent communicator at all levels including senior management and clients
  • Risk management
  • Working with clients collaboratively and key stakeholders to deliver best value outcomes
  • Excellent writing skills including development of technical reports and proposals to a high level
  • Knowledge of UK water industry supply chain
  • Be able to organise yourself and others workload
  • Be able to work in a strong team environment
  • Be proactive in your approach
  • A high level of diplomacy and customer focused
